Professor John D. Parkinson OBE, MSt (Cantab), CMgr, CCMI, CIMS, FRSA, MSyl
Founder & Executive Director
John leads on its specialist advisory portfolio. He has extensive experience of international capability and capacity building in the policing and security sector and operates as a strategic security and policing advisor on programmes across the Middle East, Africa, Europe, the Balkans and Latin America.
He is also a Professor of Security and Counter Terrorism and the Chair of the Centre of Excellence for Terrorism, Resilience, Organised Crime and Intelligence Research (CENTRIC) supporting security and CT research and development programmes, focusing on data science and AI technologies.
Formerly a UK police chief, he has leadership experience of major organisations, national and international counter terrorism operations. He was awarded the OBE for his services to Policing and Counter Terrorism in 2011.
He has contributed to and edited several publications on terrorism and violent extremism and has lectured extensively worldwide and is a Visiting Scholar for postgraduate studies at the Institute of Criminology at Cambridge University.
Chris Hodges
Founder & Executive Director
Chris is an experienced leader in international delivery and assurance, specialising in commercial strategy, portfolio management and complex procurement across technology, infrastructure, services and regulated sectors. He has a strong track record of guiding organisations through significant transformation, developing high‑performing teams and shaping commercial and strategic outcomes across diverse international portfolios.
His background in actuarial science, econometrics and financial modelling supports robust data management and analysis providing evidence based advisory services to executive stakeholders, strengthening commercial capability and supporting the delivery of complex, multi‑disciplinary programmes across international environments.
Chris’s earlier career includes senior consultancy and commercial leadership positions within large public‑sector and regulated organisations, where he led commercial strategy, procurement design and programme delivery across broad operational portfolios. He is recognised for his ability to navigate complex commercial landscapes, build strong partnerships and lead teams through challenging programme environments.
Ian Merrington
Founder & Executive Director
Ian is an experienced programme and project leader with extensive expertise delivering large‑scale transformation across government, national security, law enforcement, health and professional services. A qualified MSP, PRINCE2 and Agile practitioner, he specialises in people, process and technology change within complex, multi‑agency settings.
He is currently a senior programme manager within a major UK government department, leading national transformation and operational delivery. His previous roles include programme leadership within a national policing and intelligence agency, where he advised senior executives and introduced new operational capabilities.
Ian has also held senior consulting roles within a global professional services firm, supporting executive‑level clients across public bodies in governance, assurance and portfolio delivery. Earlier in his career, he delivered significant technology, engineering and operational programmes across health, policing, defence and infrastructure, working with multidisciplinary teams and senior stakeholders at the highest levels.
